Peisajul fiscal din România aduce schimbări importante pentru sectorul farmaceutic. Legea nr. 163/2025 introduce o contribuție trimestrială de solidaritate, temporară, valabilă din trimestrul T4 2025 până în T4 2026, care presupune o contributie aditionala de 0,6% pentru generice și biosimilare și 1,7% pentru medicamente inovative și contractele cost-volum. Această modificare vine după 1 august 2025, atunci cand cota de TVA aplicată medicamentelor a urcat de la 9% la 11%.
Aceste schimbări au implicații directe și în zona prețurilor de transfer, unde diferențele dintre medicamente și suplimente se reflectă în profilul funcțional și în nivelul de risc, iar orice modificare fiscala are in final un impact si in preturile practicate si in marjele de profit obținute. Cand vorbim de preturi de transfer, ne uitam in primul rand la marjele de profit obtinute peste costurile operationale, ca si principiu, insa pentru ca sectorul pharma este unul reglementat, trebuie sa cunoastem si contextul pietei.
